Upstart is replacing the transitional init script based way of managing how and when to start services in Linux.

Config files are located in /etc/init

You start service by the command 'service start foo'

There is no application to control runlevels, other than the GUI one for Gnome

You must manually edit run levels by editing the files in the /etc/init folder or in the /etc/init.d if it has been converted to updated but not placed there
